About us

The name Portus – meaning harbour – reflects our purpose: creating places of safety, stability and belonging. We believe everyone deserves more than just a roof over their head – they deserve a home where they feel understood, supported and secure.

Supported housing provides homes for people who need some help to live independently – whether due to learning disabilities, mental health needs or other complex challenges. It combines safe, good-quality housing with personalised support from specialist partners, helping people build confidence, develop skills and live with dignity in their communities.

As one of the UK’s largest purely lease-based providers, Portus Supported Housing manages 2,340 homes across England and Wales. Our focus is simple – to provide Safe Spaces for Independent Living and deliver services that help people live well, with confidence and independence.

Steve Fensom
Steve Fensom

Chief Executive

Steve is an experienced leader and director with 30 years’ experience in business leadership and transformation across multiple sectors. He was joint Chief Executive of Westmoreland Supported Housing and BeST prior to the merger.

He has worked in the housing sector for seven years and is the founder of the Specialised Supported Housing Network, which brings together registered housing associations providing homes and services for vulnerable adults across England and Wales.

Steve is married with one daughter.



Tom Hodgson
Tom Hodgson

Managing Director


Tom is a social housing expert and holds a Master’s in Housing. He has worked in social housing throughout his career, initially in a local authority and then with regional and national housing associations.

He was Operations Director at Westmoreland Supported Housing prior to the merger.
Tom is responsible for all aspects of customer experience and tenancies, including lettings, tenancy management, income collection, asset management and growth, as well as leading on external relationships with local authorities, care providers and developers.


Tom is responsible for health & safety and compliance with the Consumer Standards.

Tom has a teenage daughter. With what little time he has left, he enjoys cycling and brewing his own beer.



Irene Bailey
Irene Bailey

Director of Finance

Irene is a qualified chartered accountant. She started her career and qualified in practice, working with owner-managed and listed businesses before moving into industry.

During her career, she has held several senior finance positions in businesses, including BAE Systems and Alliance & Leicester (Santander), before becoming Finance Director in an owner-managed leasing business. Irene was Finance Director at BeST prior to the merger.


Originally from Northern Ireland, Irene has lived in Manchester for over 25 years, having also lived in Liverpool and Cheshire.



Adam Reece
Adam Reece

Interim Finance Director

Adam is a qualified chartered accountant. He worked in accountancy practice for more than 10 years, working with businesses and charities of all shapes and sizes.

Between 2017 and 2019, he worked for a general needs housing association and subsequently led the finances for a business unit at foreign exchange giant Travelex from 2019 to 2021. He worked at Westmoreland Supported Housing prior to the merger.


Adam is responsible for day-to-day and strategic financial management, risk and IT, and is also the lead for achieving Value for Money in all operations.


Adam is a keen musician, proficient in piano and multiple brass instruments.



Sophie Hayward
Sophie Hayward

Customer Director

Sophie is a housing professional with 13 years’ experience spanning both supported housing and general needs.

She holds CIH Level 4 and Level 5 qualifications, as well as a CMI Level 7 Award in Strategic Management and Leadership Practice. Throughout her career, Sophie has specialised in delivering high-quality customer services, strengthening operational performance and ensuring customers receive the support they need to thrive. She is passionate about continuous improvement and building positive relationships with partners, colleagues and customers alike.

Sophie is responsible for complaints handling.

Outside of work, Sophie enjoys travelling, reading, eating out, attending gigs and exploring the great outdoors on walks with her partner and her dog, Jarvis.



Jason Cox
Jason Cox

Strategic Asset Director

Jason is an experienced property and construction professional. He is a Chartered Construction Manager with the Chartered Institute of Building and has been working primarily in social housing since 2009.

His career has taken him from bricklayer via building surveying to senior property management. He worked at Westmoreland Supported Housing prior to the merger.


Jason is responsible for ensuring Portus Supported Housing’s properties are safe and well maintained, as well as planning for ongoing growth and improvement.


Jason has three daughters who he devotes most of his time to outside of work.



Jennifer Maguire
Jennifer Maguire

Executive Assistant

Jennifer is the Executive Assistant to CEO Steve Fensom and Managing Director Tom Hodgson, and also acts as Office Manager.

She has more than 25 years’ experience as an EA, working with businesses across various sectors, including corporate law, finance and motor sports.


Jennifer is married and a very proud mother to one daughter who is currently studying at university.



Daniel Rooke
Daniel Rooke

Managing Director, Portus Property Management

Daniel is a surveyor and property professional with more than 20 years’ experience across both the social housing and private sectors.

Throughout his career, he has built a strong reputation for problem solving and finding practical solutions to complex property and maintenance challenges. He worked at Westmoreland Supported Housing and BeST prior to the merger.

Daniel plays a key role, via Portus Property Management,  in helping ensure Portus Supported Housing’s homes are safe, well maintained and continually improving for customers.

Outside work, Daniel has three children and spends much of his spare time supporting and helping with their sports clubs and activities.

Jayne Francis Ward
Jayne Francis Ward

Board Chair

Jayne is a qualified solicitor and an expert in corporate governance, having held the offices of Monitoring Officer and Corporate Director of Resources at Nottinghamshire County Council for many years.

She is the founder of EMLawShare and clerks a number of charitable trusts in Nottinghamshire, specialising in wellbeing and education. Jayne is also Vice Chair of Nethergate Academy, a school for children with special needs in Nottinghamshire.

She was Chair at Westmoreland Supported Housing prior to the merger and had served on the Board since 2019. Jayne is a passionate advocate for equality and was awarded Stonewall’s Ally of the Year in 2018.

She is married with two sons, one stepson and twin grandchildren.

Andy Stafford
Andy Stafford

Andy worked as a specialist in the construction industry for more than 45 years. Beginning as an apprentice joiner, he progressed through the ranks to hold Managing Director and Executive positions since 2002 within the housing sector.

His expertise includes directly employed building companies, management of sub-contract labour, asset management, new build and external business growth.

Andy served on the Board at Westmoreland Supported Housing prior to the merger, where he was Vice Chair. He has also held several Board positions for housing associations and charitable organisations.

He is married with two sons and four grandchildren.



Phil Elvy
Phil Elvy

Phil worked in the social housing sector for more than 25 years, most recently as Executive Director of Finance at Great Places Housing Group, before retiring in 2024.

His achievements include numerous successful stock transfers and mergers, as well as raising more than £1 billion in funding.

Phil served on BeST’s Board prior to the merger. He now holds non-executive roles with four housing associations and is also Finance Director at his golf club.



Tom Miskell
Tom Miskell

Tom has worked in the social housing sector for more than 20 years in various roles, including management consultancy and for organisations such as the Housing Corporation, local authorities and housing associations.

He has also served as a Board Member and Chair for several associations.

Tom was Chair of BeST prior to the merger.



Susan Smyth
Susan Smyth

Susan is experienced in consumer public relations and communications. She joined the Westmoreland Board in May 2023 and now brings this focus into Portus Supported Housing, with a particular interest in strengthening the customer voice in leadership decisions.

With 25 years’ experience as a writer, researcher and editor across several sectors, Susan now works as Communications Manager for a training provider operating across many sectors, including supported housing associations, with a focus on building excellence in customer service and leadership.

Susan has a daughter with complex needs, and as her Appointee she has first-hand experience of navigating complex systems and advocating for individual needs. This personal perspective is central to her position on the Board as a customer representative. It also underpins her role as Joint Chair of the Customer Committee at Portus Supported Housing, where she is committed to strengthening and extending the customer voice across the organisation.



Cherry Dunk
Cherry Dunk

Cherry is a recently retired Adult Social Care and Health specialist who sat on Westmoreland Supported Housing’s Board prior to the merger.

During her 30-year career with Nottinghamshire County Council, Cherry’s roles included Quality Assurance and Market Management (in community care, residential and nursing services), Strategic Commissioning, Strategic Safeguarding, Procurement, Adult Care Financial Services, Service Development, and Programme & Project Management.

Cherry has a proven track record of delivering complex programmes of work that have resulted in innovative, safe, cost-effective and sustainable services for local communities. She is a skilled communicator who builds and sustains effective relationships to achieve improved outcomes for people who need support.

She enjoys food, travelling across the UK and Europe, and gardening. She is also working with her husband on a building project.



Matthew Jarratt
Matthew Jarratt

Matt is a chartered building surveyor with more than 25 years’ experience in construction across the public and private sectors.

Over the past 15 years, he has focused on the housing sector, supporting landlords across the country in the procurement and delivery of maintenance works. He was on the BeST Board prior to the merger.

Matt is currently Director of Operations at Procure Plus, a not-for-profit organisation established and managed by the housing sector to deliver value for its members and their communities.



Vivien Cross
Vivien Cross

Vivien is an independent senior finance and audit specialist. Having served as a senior auditor for BDO for six years, Vivien worked as Group Financial Controller, then Group Finance Director for Plus Dane until 2015, when she became an independent advisor on strategic finance, tax and accounting issues.

She acts in this capacity for multiple organisations, including for Westmoreland Supported Housing before joining its Board in 2022.    Vivien also holds multiple Non-executive and trustee positions for housing associations and schools.

She is a fellow of the ICAEW and is married with two children.
